
Alipay+, a service of Ant International, has expanded its alliance with technology firm Whale Cloud to provide businesses with technology solutions for launching their own mobile applications by leveraging Alipay+ Wallet Tech.
Both companies have confirmed the expansion at the Mobile World Congress 2025 event, held in Barcelona.
The tie-up integrates Whale Cloud’s software and technical prowess in the telecommunications sector with Alipay+’s suite of e-wallet and digitalisation technologies.
Businesses will have access to digital wallet solutions with marketing tools, risk management systems, and financial service technologies.
The collaboration aims to offer a super app solution for an open ecosystem for digital services.
Customers can use Alipay+’s digitisation and digital payment technologies, including the Mini-Programme Platform, Alipay+ Super App Programme (ASAP), and the Alipay+ Financial-grade AI Payments as a Service (AFAP).
Bot the entities plan to grow their customer base by strengthening their foothold in regions such as Africa, Europe, Latin America, and the Middle East.
Ant International senior director Zhixian Li shared: “By combining Whale Cloud’s experience in the telecommunications sector with Alipay+’s track record in super app development, we can empower our customers with industry-leading solutions to develop their own mobile payment apps, or transform their existing apps into super apps that integrate the digital lifestyle needs of their customers.”

Last year, the two firms entered a partnership to develop e-wallets and super apps.
